An Exploratory Study on Changes in the Lives of Public Assistance Recipients after the Self-Sufficiency Program Participation

Abstract
The primary goals of this study are 1) to examine changes in the lives of Public Assistance(PA) recipients after their participation in the Self Sufficiency Program(SSP) and 2) to investigate how the SSP participation affect their lives. To achieve these goals, the authors conducted a follow-up survey on a group of former SSP participants who were originally surveyed by one of the authors 6¡­8 years ago. A total of 51 out of 282 former SSP participants responded to the survey and provided data on their lives during the last 6~8 years. Data analysis results showed that 1) the rate of exit from poverty among the study participants was as high as 57.5%; 2) the employment of the SSP participants¡¯ children was second most important factor that lead the SSP participants to poverty exit; and 3) the SSP participants as well as the PA recipients should be monitored continually even after their participation in the SSP ends. Based on these findings, a series of policy
suggestions were made.
